Well its basically if we cannot support an extension on all key platforms, then there is a good chance it will be relegated to PECL. So yes this is a call for testers at the minimum. These people should be willing to run the tests (and also their own applications) against not yet released versions of PHP.
Having people from the actual projects be involved would however be ideal, so ensure that we are aware of security issues and other similar issues in a more timely manner.

The difficulty is not to build windows binaries. Windows binaries are only a side effect of the lack of maintainers or testers.
That's actually the easier part. The problem is to keep the code up and running. An extension without maintainers with a growing list of old bugs is likely to be removed from the core.

I know I'm joining this thread a little late but I am concerned about the topics raised.
We use PHP/Interbase for an in house web application (over 1000 pages and growing rapidly) and recently I was looking at introducing the Zend Framework. To cut a long story short I noticed that a stable PDO driver did not exist for Interbase. After googling the net I stumbled across this thread and I followed your advice. I emailed Embarcadero and asked them what the plans were for Interbase and PHP. Their reply was less than helpful and they suggested that I post on their forums. Sadly the reply from a Code Gear employee has left me even more worried that we are flogging a dead horse.
